As the 2027 House of Representatives election draws closer, the campaign of Chief Samuel Okezie Nwogu, Esq., for the Ukwa East/Ukwa West Federal Constituency is presenting a vision of representation that goes beyond legislation to encompass empowerment, human-capital development, infrastructure, and improved access to opportunities.

Nwogu, the All Progressives Congress (APC) candidate for the constituency, brings to the contest a record of public service that includes his tenure as Chairman of the Abia State Oil Producing Areas Development Commission (ASOPADEC), where he was associated with interventions in education, youth empowerment, social support, community development, and infrastructure.

His ASOPADEC experience has become a major pillar of his 2027 campaign, particularly given the commission’s mandate to promote development in oil-producing communities. The record of his tenure reflects an emphasis on projects and programmes designed to address practical challenges confronting individuals and communities.

*Education*

In education, interventions recorded during his tenure included support for 10 sons and daughters of Owaza to pursue foreign scholarships in India. A further 211 students were sponsored for admission into Abia State University, while 333 indigent students received assistance with WASSCE and NECO registration. Another 200 students were sponsored for IJMB studies at Rhema University, Aba.

These interventions underscored the importance attached to education and human-capital development, with opportunities extended to young people from different backgrounds. For Nwogu, investment in education is an investment in the future of Ukwa and its people.

Youth empowerment and social support

Youth empowerment was another significant component of the record. Some 211 youths across Abia State benefited from skills-acquisition programmes implemented in collaboration with the National Directorate of Employment (NDE), giving beneficiaries practical skills and better prospects for employment and self-reliance.

The record also includes a hardship-relief initiative through which selected beneficiaries received monthly stipends of ₦10,000 in 2010. A programme that reportedly involved disbursements of about ₦13 million monthly over one year.

*Infrastructure*

Infrastructure development was equally prominent. Projects associated with the ASOPADEC period included the rehabilitation of 28 school blocks, five civic centres, seven market stalls and four health centres. Other interventions included a military residence, a corps members’ residence, 20 water boreholes and eight transformers for rural electrification.

The record further includes asphalt overlay of more than 10 roads across Ukwa, reflecting an approach that places physical infrastructure alongside education and empowerment as key components of community development.

*The 2027 agenda*

It is this experience that Nwogu now seeks to bring to federal representation. His 2027 agenda emphasises attracting additional federal projects to Ukwa East and Ukwa West, creating employment opportunities, expanding youth skills acquisition, strengthening educational opportunities, promoting women’s empowerment and improving healthcare delivery.

For Nwogu and his supporters, representation should not end with participation in legislative proceedings. They believe the office of a federal representative can also serve as a channel for effective advocacy, connecting constituents with federal programmes, attracting development projects and opening doors to opportunities that can improve livelihoods.

Nwogu has served as Transition Committee Chairman of Ukwa West Local Government Area, Chairman of ASOPADEC, Commissioner for Environment in Abia State, and Abia’s representative on the Board of the Niger Delta Development Commission (NDDC). These positions have given him experience in local government administration, environmental management and development institutions, while his ASOPADEC tenure placed him directly within the framework of development intervention in oil-producing communities.

His campaign is built around continuity: translating years of public-service experience into a federal constituency agenda focused on people, projects and empowerment. The central message is that effective legislative representation can extend beyond the National Assembly chamber and translate into tangible opportunities in communities, with education, skills acquisition, infrastructure, healthcare, youth development and women’s empowerment presented as interconnected areas where federal representation can make a practical difference.

As the election approaches, Nwogu’s supporters are drawing attention to his ASOPADEC record as an indication of the development-oriented approach they expect him to bring to the National Assembly. The vision is straightforward: a federal representative who not only participates in lawmaking but also advocates for the people, attracts projects and opportunities, and ensures that the benefits of government reach the communities and individuals who need them.
