A social contract cast in stone

As the 2027 elections approach, the people of Ikwuano/Umuahia North/Umuahia South are no longer asking for speeches. They are asking for a contract. Rt Hon Chinedum Enyinnaya Orji, the All Progressives Congress candidate for Ikwuano Umuahia Federal Constituency, has answered that call with what he describes as an irrevocable and irreversible Social Contract: a 7-Point Agenda to deliver measurable results from Day One in the 11th National Assembly.

The seven pillars briefly stated

For clarity, the agenda is built on: 1. Effective representation and lawmaking; 2. Constituency development and projects; 3. Security and community safety; 4. Economic relief and SME support; 5. Jobs, youth and skills; 6. Education and healthcare; 7. Agriculture and rural empowerment. It is not rhetoric. It is a working plan.

Effective representation and lawmaking

A legislator must first legislate. Under this pillar, Orji will focus on bills and motions that address land administration reforms for Ikwuano farmers, ease of doing business for Umuahia traders, and federal support for our status as a government and academic hub. His record as former Leader and Speaker of the Abia State House of Assembly gives him the procedural mastery to turn ideas into laws and laws into funding.

Constituency development with a tracker

Abuja allocation must be felt in our villages. This point commits to a quarterly Constituency Project Tracker. Priority includes completion of federal roads linking Ikwuano to Umuahia, solar street lighting, erosion control, and modernization of key markets. Projects will be chosen through ward-level town halls, not by fiat.

Security that lets us sleep and trade

No economy grows where fear rules. Orji will sponsor legislation to strengthen community policing, support local security architecture, and push for federal intervention against kidnapping and violent crime across the three LGAs. A safe constituency is a productive constituency.

Economic relief for traders and households

The cost of food, transport and power is biting. The agenda targets laws to reduce the cost of doing business, improve access to credit for SMEs, and protect households through oversight of fuel and electricity policies. We are legislating relief, not just talking about it.

Jobs, youth and skills as policy, not slogan

Youth unemployment will be treated as a policy problem. Orji will push for a Federal Constituency Skills and Entrepreneurship Act to link our young people to NDE, BOI, and digital job programs. Internships, vocational centers and startup support will be tracked quarterly and reported back to the people.

Education as the foundation

From primary schools in Ikwuano to tertiary access in Umuahia, education must work. The plan advocates increased UBEC and TETFund releases, bills for STEM and vocational education, and a transparent constituency scholarship and bursary scheme tied to merit and need.

Healthcare that reaches the ward

Our PHCs must have drugs, staff, and power. Orji will use legislative oversight to ensure NHIA enrollment drives reach our wards, and lobby for federal health infrastructure upgrades across Ikwuano, Umuahia North and Umuahia South. No mother should die giving life.

Agriculture for Ikwuano’s breadbasket

Farming is our heritage and our future. The agenda will focus on agro-processing, storage facilities, access to agricultural grants and improved market access for farmers, particularly in Ikwuano. This is how we move from subsistence to wealth.

Infrastructure through budget advocacy

“A legislator does not build a road, but he fights for it in the budget and monitors it”. Orji will lobby for federal road, electrification and water projects, and publish quarterly reports on what was approved and what was delivered.

Inclusion that leaves no one behind

Women, persons with disabilities and other underrepresented groups feature prominently in the inclusion agenda, alongside support for women-owned businesses and girls’ education. Representation must mirror the people.

Accountability built into the system

This Social Contract includes annual scorecards, town-hall meetings across the three LGAs and a public tracker for constituency interventions. Power will be exercised in the open, because trust is earned in daylight.

A man of proven integrity

Orji’s name is not new to service. As Speaker he attracted potable water projects, seven mini stadiums, school interventions, transformers, scholarships, ICT training for 200 youths, empowerment items, road construction and health centre rehabilitation. That is the same hands-on approach he now brings to Abuja.

The mandate of 2027

In May 2026, Orji secured the APC ticket, winning all 32 wards across Ikwuano, Umuahia North and Umuahia South. Supporters described it as a reward for loyalty, accessibility and legislative experience. The party has spoken. The people must now confirm.

Why the narrative must change

For too long, representation has been measured by presence, not impact. The Ikuku Compact changes that metric. It ties every vote to a deliverable, every promise to a timeline, and every project to a public report. That is how we end the cycle of excuses.

Irrevocable and irreversible

This is the language Orji himself uses: a Social Contract that cannot be reversed. When a public servant puts his name on a 7-point plan and invites quarterly scrutiny, he is binding himself to the people. That is leadership.

The choice before us

We can choose noise, or we can choose structure, law, and delivery. We can choose another cycle of waiting, or we can choose a representative who already knows how budgets are made, how oversight works, and how to bring federal presence home.

Stand firm, Ikwuano Umuahia

To our farmers in Ikwuano, our traders in Umuahia markets, our students, our mothers, our artisans: this agenda speaks directly to you. It is about land for the farmer, credit for the trader, skills for the youth, drugs in the clinic, light on the street, and safety on the road.

The time is now

The 11th National Assembly will decide who gets committees, who moves motions, and who brings projects. Let us send a man with experience, capacity, and character. Let us send Rt Hon Chinedum Enyinnaya Orji.

Our vote, our future

On election day, we are not just voting for a candidate. We are ratifying a contract. Stand firm. Stand together. And let Ikwuano Umuahia Federal Constituency take its rightful place as a model of representation with experience and legislation with results.
