The Mandate 27 Group has raised concerns over what it describes as inadequate representation of Ikwuano/Umuahia Federal Constituency at the National Assembly, while presenting former Abia State House of Assembly Speaker, Rt. Hon. Chinedum Enyinnaya Orji, as a possible alternative ahead of the 2027 general elections.
In a statement assessing representation in the constituency, the group argued that legislation, constituency engagement, human capital development and the attraction of federal projects should be central to evaluating the performance of an elected representative.
According to the group, some constituents have expressed dissatisfaction with the incumbent’s performance, particularly in legislative contributions, oversight functions and visible constituency interventions.
The group maintained that residents of Ikwuano/Umuahia deserve regular town hall meetings, constituency briefings and stronger engagement with traditional rulers, youth organisations, market associations, farmers and professional bodies.
It also questioned the visibility of empowerment programmes and other interventions, arguing that the impact of federal representation should be measurable through skills acquisition, educational support, employment opportunities and assistance to small businesses.
Group highlights Orji’s legislative experience
As part of its argument for a change in representation, Mandate 27 Group pointed to Orji’s experience in the Abia State House of Assembly, where he served as Majority Leader from 2015 to 2019 and Speaker from 2019 to 2023.
The group said his experience presiding over the legislature, managing legislative proceedings and coordinating executive-legislative relations could be relevant to his potential role at the National Assembly.
It also cited laws passed during his tenure as Speaker, including legislation relating to the Civil Service Commission, public finance accountability and judiciary fund management, describing them as examples of institutional reforms.

Human capital development and constituency projects
The group further highlighted Orji’s Direct Touch initiatives, which it said focused on youths, women, students and vulnerable members of society.

It argued that constituency representation should be assessed not only by announcements but also by verifiable outcomes, including the number of beneficiaries, the sustainability of programmes and the availability of opportunities created for residents.
The group also referenced what it described as visible empowerment activities in other federal constituencies in Abia State, arguing that Ikwuano/Umuahia should pursue comparable levels of engagement and development.
Calls for independent legislative voice
On the relationship between federal lawmakers and the state government, the group said cooperation between both levels of government was necessary but should not compromise the independence of the legislature.
It argued that a federal representative should maintain an identifiable legislative position while working with the state government to attract federal projects and address constituency needs.
Mandate 27 Group maintained that Ikwuano/Umuahia, which includes the Abia State capital and communities with significant agricultural, educational and commercial activities, requires sustained attention to rural roads, erosion control, market access, urban development and youth employment.
The group also pointed to Orji’s professional engineering background, public speaking experience and political networks as attributes it believes could support his engagement on constituency development issues.
It further cited his leadership roles within the All Progressives Congress (APC) and the City Boy Movement as potential avenues for political engagement and access to federal opportunities.
2027 election and the search for representation
The group said its support for Orji was informed by his previous legislative leadership and what it described as the need for a more visible and effective representative for the constituency.
It maintained that the 2027 general elections would provide voters with an opportunity to assess candidates based on their records, experience, proposed policies and capacity to address the constituency’s needs.
